           In 2025, ICCS members across industry, alongside partner organizations and trade and research associations, continued advancing animal-free safety science through practical tools, scientific outputs, and meaningful engagement with the regulatory community. What stands out most is the scale of this collective effort, turning innovation into real-world frameworks and global dialogue that support regulatory progress.

           The International Collaboration on Cosmetics Safety (ICCS) today announced the election of its 2026 Board officers, confirmed at the organization’s December 2025 Board meeting. The newly elected leadership reflects ICCS’ continued commitment to advancing approaches in animal-free cosmetics safety.

           “I am thrilled to continue working with an outstanding group of officers whose leadership and dedication are essential to advancing the ICCS mission,” said Erin Hill, President and CEO, ICCS. “As the scientific and regulatory landscape continues to evolve, this Board brings the experience, perspective, and collaborative spirit needed to accelerate progress toward global adoption of animal-free safety science.”

These efforts strengthened global dialogue around animal-free safety science and helped advance shared understanding of how innovative, animal-free approaches can support regulatory decision-making.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           ICCS was formed in early 2023 with the mission to advance the adoption of animal-free assessments of cosmetics, and their ingredients, for human and environmental safety. The organization is comprised from market leaders in the cosmetic product and ingredient manufacturers sector, notable trade and research associations, and influential animal protection organizations.

           Best Practice Guidance (BPG) Document on Skin Sensitization Assessment

           , supporting the consistent and scientifically robust use of New Approach Methodologies (NAMs). The guidance has been widely welcomed by regulators and safety assessors as a critical step toward strengthening confidence in non-animal approaches for cosmetic ingredient safety evaluation.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           As regulatory frameworks worldwide continue to advance toward animal-free safety decisions, implementation is the decisive next step. ICCS aims to help ensure that the FDA’s commitment to modern, animal-free science, already demonstrated in other regulatory areas, is fully realized in the sunscreen space.

           The International Collaboration on Cosmetics Safety (ICCS) announces its first-ever Best Practice Guidance (BPG): “Skin Sensitization Assessment: Using New Approach Methods for Substances in Cosmetics and Personal Care Products.” This document marks the inaugural publication in a new series of ICCS Best Practice Guidance documents, developed to support the global transition to animal-free safety science.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           ICCS was invited to present the BPG at the Integrated Strategies for Safety Assessment of Cosmetics Joint Regulators-Industry Workshop hosted by the International Cooperation on Cosmetics Regulation (ICCR) on July 11, where regulators from more than 12 countries convened to advance non-animal methodologies.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “This guidance reflects the collective expertise of ICCS members who came together to align on the development of this unique guidance,” said Erin Hill, President &amp;amp; CEO of ICCS. “It’s a key example of our mission to build global capacity and accelerate the uptake of animal-free safety assessments. We greatly appreciate the opportunity to collaborate with the ICCR to hear their input on the workflow in the document.”

It is especially suited for safety assessors experienced in traditional methods but new to using NAMs.

Notably, the guidance provides tools for transparent decision-making, uncertainty characterization, and exposure-based waiving, offering assessors clear and pragmatic support for transitioning to animal-free science.

    &lt;span&gt;&#xD;
      
           “This esteemed group of scientists advises us on our science strategy,” said Erin Hill, ICCS CEO. “We have a robust portfolio of science projects aligned with the overall strategic goal of developing new approach methodologies (NAMs) and next generation risk assessment (NGRA) frameworks for cosmetics and ingredient safety assessments that will be protective of human and environmental health.       &lt;br/&gt;&#xD;

  &lt;p&gt;&#xD;

           ICCS is pleased to announce that Claire Fletcher is joining as Program Manager. In this new role, she will support regulatory engagement efforts as well as the organization’s education initiatives.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Claire joins ICCS from Avon, where she held the position of global ingredient compliance and coordination manager. In that role she helped ensure operational stability through the establishment of key performance indicators. She also supported projects related to evolving cosmetics safety legislation. In addition, she oversaw the approval and launch of all new ingredients.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Earlier in her career she was the director of sustainable business programs at Cruelty Free International (CFI). While at CFI she developed and implemented the strategy and objectives for overseeing the transformation of the Leaping Bunny Program and managed its operations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           She has held various roles relevant to the ICCS mission, including serving as an animal science lecturer.

           WASHINGTON—The International Collaboration on Cosmetics Safety (ICCS) and the Cosmetic Ingredient Review (CIR) have committed to a partnership to further their efforts in exploring and increasing the exchange of information on cosmetic ingredient safety as it relates to New Approach Methodologies (NAMs) and Next Generation Risk Assessments (NGRAs).
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           ICCS, a global initiative focused on advancing the adoption of animal-free assessments of cosmetics, and CIR, a research organization that utilizes an expert panel for cosmetic ingredient safety, share similar scientific interests when it comes to the safety of the ingredients utilized in cosmetics.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “We welcome the opportunity for continued engagement with CIR as ICCS works to develop more human-predictive new approaches to further eliminate the need for testing in animals related to cosmetics,” said Erin Hill, CEO of ICCS.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           The partnership will also include participation in regional and international meetings and scientific workshops related to cosmetics safety as well as the exchange of scientific research to expand the utilization of NAMs and NGRAs.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           Through working together, ICCS will develop standardized best practice guidance on the use and understanding of NAMs and NGRAs to further their regulatory acceptance.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           “By collaborating, we hope to foster a synergistic research sharing relationship that underscores the safety of ingredients used in cosmetics,” said Bart Heldreth, Executive Director, CIR.

            – The International Collaboration on Cosmetic Safety (ICCS) announced today the election of its new officers of the Board of Directors.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “I look forward to working with the officers who bring strong leadership and advocacy to position ICCS for continued growth and impact. The Board is very engaged in advancing our mission to accelerate the adoption of animal-free safety assessments for cosmetics and their ingredients globally and I’m honored to work with them,” said Erin Hill, President and CEO.

           Andreea comes from Vitis Regulatory, where she worked as project and business manager for the past five years. During this period, Andreea was sub-contracted to ECETOC, where she managed the Human Health science program for over three years. Prior to that she worked in the regulatory compliance field for chemicals for both the private and public sectors. 
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Andreea holds a master’s degree in cosmetology from Université Libre de Bruxelles.

           We are pleased to announce that Donna Macmillan, Ph.D., will join ICCS as Director, Education and Regulatory Engagement. In this new role, she will work to develop strategies and the associated work plans to achieve the goals of education and regulatory acceptance for animal-free safety assessments.

      &lt;br/&gt;&#xD;
      
           She is the former Senior Principal Strategist, Regulatory Science, Humane Society International. Prior to that role, she has worked as a Principal Scientist at a leading in silico software organisation sharing her expertise in non-animal skin sensitization and skin/eye irritation safety assessment as well as a medicinal chemist at a pharmaceutical manufacturer. She has led sub-groups within several multi-stakeholder collaborations, including OECD and CIAO. She is published in several scientific journals.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Donna holds a Ph.D. in Organic Medicinal Chemistry, University of Strathclyde, Glasgow.

           We are pleased to announce that David Allen, Ph.D., is joining ICCS as Senior Director, Human Health Sciences and Operations. In this new role, he will be responsible for the strategic development and management of the organization’s human health program.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Prior to joining ICCS, Dave was President of Integrated Laboratory Systems, LLC until its acquisition in 2022 by Inotiv, Inc. where he has since served as Vice President of Inotiv, RTP. In addition to his corporate and operational responsibilities, Dave was Principal Investigator of the National Toxicology Program Interagency Center for the Evaluation of Alternative Toxicological Methods (NICEATM) support contract, helping to advance the development and implementation of alternative methods across a wide range of industry and government stakeholders.
            &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Dave has served as President of the American Society for Cellular and Computational Toxicology, President of the Society of Toxicology – In Vitro and Alternative Methods Specialty Section and is the 2017 recipient of the SOT Enhancement of Animal Welfare Award. He received his Ph.D. from North Carolina State University.

           Erin Hill, President and CEO, is announcing Amelie Ott, Ph.D. is joining ICCS as Director, Environmental Sciences. Amelie is an experienced scientist and scientific manager with a track record of leading international projects to assess the environmental safety of chemicals and cosmetics.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           In this new role she is tasked with overseeing the strategic development and tactical management of the environmental science program. Her responsibilities encompass environmental scientific capacity building on New Approach Methods. Collaborating closely with ICCS organizational teams and working groups, she will also liaise with external stakeholders, including collaborators, regulators, and NGOs, to further the program's objectives.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           She comes from Cosmetics Europe (CE) serving as an Environmental Sciences Manager for the past three years. Prior to that she worked as a project manager at Newcastle University co-leading the validation and standardisation of a new biodegradation method. She also worked as a parliamentary researcher for the UK Parliament and as a scientific secretary consultant for the European Centre for Ecotoxicology and Toxicology of Chemicals (ECETOC). She is still a visiting researcher at Newcastle University, representing the UK in an OECD Expert Group. She is an active member of the Society of Environmental Toxicology and Chemistry (SETAC) and has recently published a special issue as an invited co-editor for the International Journal of Cosmetic Science. She holds a Ph.D. in environmental engineering on emerging contaminants from Newcastle University.
          &#xD;
    &lt;/span&gt;&#xD;

           ICCS is a global initiative focused on the adoption of animal-free assessments of cosmetics, and their ingredients for human health and environmental safety. Headquartered in New York, the ICCS brings together scientists and industry experts to drive greater global awareness and confidence in animal-free science assessments. ICCS membership encompasses a diverse range of stakeholders, including cosmetic and chemical trade and research associations, non-governmental organizations, and cosmetic product and ingredient manufacturers.

           With the new training offer, DGK and IKW remain consistently true to their strategy of continuously developing the training programme for cosmetics safety assessors that has been offered for 25 years - always with the aim of supporting the safety assessors in their demanding task. In addition to the existing course cycle, which consists of seven training courses and various seminars, the new modules will complement the existing programme after their release in the autumn.

           – Ricardo, a global strategic environmental and engineering consulting company, has developed a first of its kind Persistence Assessment Tool to provide manufacturers and importers of chemical substances and products, regulators, and the scientific community with support and guidance to undertake complex persistence assessments of chemicals in the environment. The tool has been developed by Ricardo and is sponsored by Concawe and the International Collaboration on Cosmetics Safety (ICCS), with support from the Cefic Long-Range Research Initiative (LRI) and the European Centre for Ecotoxicology and Toxicology of Chemicals (ECETOC).
          &#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;br/&gt;&#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Increased awareness around issues of chemical persistence, including global plastic pollution and the presence of per- and poly-fluoroalkyl substances (PFAS) or ‘forever chemicals’ in the environment has triggered numerous global policy initiatives. Most notably the European Union’s Chemicals Strategy for Sustainability has proposed new measures for persistent, mobile and toxic (PMT) substances, and introduced requirements to carry out persistence assessments under the classification, labelling and packaging (CLP) regulation. More regulatory measures have created dual challenges for the global chemicals industry: first, the significantly higher demands for chemical biodegradation testing and persistence assessments; and second, the fact that these assessments are highly complex and full of challenges, with notable gaps in available guidance.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           Ricardo’s software-based Persistence Assessment Tool - https://www.ricardo.com/en/news-and- insights/insights/persistence-assessment-tool-pat - is addressing both these issues by providing a structured and clear methodology to systematically capture and store information on persistence; evaluate data quality; carry out a robust and transparent weight of evidence determination; and assess persistence in line with global regulatory frameworks. The tool is the product of Ricardo’s decades of experience assessing biodegradation and persistence of chemicals.

            — Today, more than 35 cosmetics manufacturers and suppliers, industry associations and animal protection organizations announced the launch of the International Collaboration on Cosmetics Safety (ICCS) to ensure animal-free methods are accepted and used by everyone involved in cosmetics safety testing. ICCS will support animal-free cosmetics and personal care product and ingredient innovation by funding rigorous, scientific evaluation of new animal-free safety assessment approaches. It will share the results of these evaluation activities with cosmetic and chemical regulators and fund education and training activities to help build confidence in animal-free safety assessment approaches.

Hill brings extensive knowledge to the role of president and CEO of ICCS, having worked collaboratively with stakeholders to provide education and training in non-animal test methods. Her position at ICCS will allow her to draw on resources from IIVS and other members to create programs specifically designed to advance the acceptance of these new approaches for cosmetics and their ingredients.

           “The safety of the cosmetics and personal care products that consumers use and trust every day is our top priority,” said John Chave, acting board chair of ICCS and director general of Cosmetics Europe. “Thanks to evolved scientific methods, we can ensure cosmetics and personal care product safety assessments are performed both rigorously and ethically, without animal testing. There is more to be done as science progresses, and multiple research projects are already underway at ICCS to further advance animal-free science methods.”

           The cosmetics and personal care industry and animal protection organizations have been at the forefront of developing, evaluating and using animal-free safety assessment approaches for nearly 40 years. This includes significant contributions to the replacement of regulatory animal testing to address skin irritation, genetic toxicology, eye irritation and skin sensitization through innovative in silico and in vitro methodologies.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Today, while research and animal-free science methods have progressed, many policies and regulations still require animal test data and have not yet incorporated the rapid progress in applying innovative, animal-free science to safety assessment. This drives a need for animal data even where viable alternatives exist. ICCS aims to close this gap by understanding regulatory needs and supplying sound scientific solutions based on innovative animal-free approaches.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
